As noted earlier, Dr. Lubben began his work in Charter Schools in 1996, one year before the PA law was passed. He spent a full seven years putting his first school, The Lehigh Valley Charter High School for the Performing Arts, into operation.

The high school opened in 2003 in Bethlehem. He served as their Superintendent through 2010. He next, with encouragement, was motivated to the creation of a Middle School for the Arts in Salisbury. That school opened in 2012.

Dr. Lubben has no formal relationship with either the Middle or High School, other than that of the "founder". Once TLC-Arts was founded, however, all future schools operate under a contract between TLC and the Boards of Education of the respective schools.

Charter Arts was founded in 2003 & currently serves over 600 students in grade 9-12.

The Arts Academy Charter (Middle) School was founded in 2012 and currently serves over 300 students in grades 5-8.

The Executive Director is Mr. William Fitzpatrick.


Current TLC Art Schools

With the creation of TLC Arts- LLC in 2013, the following schools have been created. See more about our "future" schools elsewhere on this website. TLC-Arts will have an ongoing consultant relationship with all subsequent schools. We will provide ongoing oversight of programs & perform a comprehensive school audit at the conclusion of every school year. Many other services will be available upon request.

Allentown Arts Academy Elementary Charter School

The Arts Academy Elementary Charter School- Allentown- opened in September of 2015 with over 400 students.

Easton Arts Academy Elementary Charter School

The Easton Arts Academy Charter School opened in the renovated "Express Times Building" on 4th St., in Easton, in August of 2017 with over 340 students.

The Executive Director is Ms. Joanna Hughes.
